cpufrequtils software package provides utilities to deal with the cpufreq Linux kernel feature, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install cpufrequtils
cpufrequtils is installed in your system.
Make ensure the cpufrequtils package were installed using the commands given below,
$ sudo dpkg-query -l | grep cpufrequtils *
You will get with cpufrequtils package name, version, architecture and description in a table
